The United Kingdom and France to Deploy Troops to Ukraine should a Peace Deal is Reached

Placeholder Diplomatic Meeting

The British and French governments have signed a statement of purpose concerning the positioning of armed personnel in the nation should a peace agreement be struck with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Subsequent to talks with Ukraine's allies in Paris, he indicated that the two nations would "create military hubs throughout Ukraine and construct protected structures for military hardware and equipment" to prevent any future incursion.

The allied nations also suggested that the America would play the primary role in overseeing a truce.

Moscow has repeatedly warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this new announcement.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Moscow currently controls about 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," remarked the British leader.

National leaders and senior officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, the Prime Minister added: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the time to come."

The UK prime minister also stated that Britain would take part in any US-led verification of a prospective truce.

Security Guarantees and Diplomatic Positions

Top American diplomat Steve Witkoff remarked that "long-term defense assurances and substantial reconstruction vows are vital to a enduring ceasefire" in Ukraine – referring to a central condition made by the Ukrainian government.

He noted the allies had "mostly completed" their work on establishing such assurances "to ensure the people of Ukraine know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also took part in the negotiations.

At the same time, France's leader Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the meeting.

He said that "comprehensive" defense assurances for Kyiv had been reached in the instance of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "huge development" had been made in the negotiations, but added that he would only view efforts to be "enough" if they resulted in the end of the war.

Last week, the Ukrainian leader said a peace agreement was "90% ready". Settling the last 10% would "decide the outcome of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will take control, refusing any compromise over how to finish the war.
  • Zelensky has so far rejected surrendering any land, but has proposed that Ukraine could withdraw its forces to an designated point – but only if Russia does the same.

Russian forces presently controls about 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The two regions form the heartland of the Donbas.

The original US-led comprehensive framework that was widely leaked to the media last year was viewed by Ukraine and its European allies as being strongly biased in Moscow's favor.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to adjust the proposal.

Recently, The Ukrainian government submitted the US an revised proposal – as well as distinct documents outlining prospective defense assurances and arrangements for Ukraine's reconstruction, the President stated.
